Open Question: Does GE money bank offer credit by using the Walmart pre paid card?

I have applied for cash advance loans over the internet.. I did find a reputable one.. I only need it for a one time use.. I have bad credit so I can’t get a small personal loan locally.. I have this company calling me stating they work with the GE Money Bank/Walmart pre paid card in order for you to get the loan you have to go to Wal-Mart and purchase a new card and put the minimum amount on it. The card is $3.00 and the minimum is $20.00… After you purchase the card they say do not activate it call us back give them the card number information and then they will process your advance onto the money card then in 7-10 days you get a real GE credit card in the mail which your balance transfers over to.. If you borrow $1,00.00 you pay $95 a month for 12 months.
