Open Question: How long do i have to own a house before i can get a personal loan using my house as collateral?

I have bought my house for 1 year now in canada and i want to get a personal loan from my bank and was wondering will i be approved if i use my house as collateral?
My house is worth $400,000 and i have paid off $12,000 of it.
I am wanting to get a personal loan for $20,000.
